Conservative Party Councillor elected in 1871. In 1853 he founded with his brother (Thomas) the firm of Moss and Gamble Bros., steel file manufacturers. Elected an Alderman in 1890 and Mayor, 1891- 1892.

Resided at Southbourne, Clarkehouse Road and Crag Lea, Hollow Meadows.
