Bob Payne and Jay Price have been supervising young people who have been before the juvenile courts in renovating the 'Ethel'. The project was funded through Urban Aid and the Coincil's Planning Department took it over in July 1975. The boat's latter years had been spent carrying coal and she came with a bare hull, no engine, no wheel house and no decking.
