Born at Altham, Accrington, Lancashire around 1659. In 1683 he was imprisoned for six months in York Castle under the Five Miles Act, which sought to suppress Nonconformity. He founded a Dissenting Academy - the Attercliffe Academy - at Attercliffe, Sheffield. One of his pupils was Thomas Bradbury. Upper Chapel, Norfolk Street, was built for Jollie in 1700. He was buried in the graveyard there in 1714.
